Is Penelope Clearwater a muggle-born or a half-blood?

Is Penelope Clearwater a muggle-born or a half-blood?
In COS Penelope was one of the last victims to be petrified by the Basilisk. That would mean that she was a muggle-born. Then in DH when Hermione, along with Harry and Ron were caught by Snatchers they lied about who they were. The name Hermione chose to use was Penelope Clearwater and said that she was a half-blood. The snatcher then said that she was not on the list of muggle-borns. So is Penelope a muggle-born or a half-blood?

I have always been confused about this! :)

I just remembered something else! In COS Tom Riddle tells Harry: "She (Ginny) set the serpent of Slytherin on four Mudbloods, and the Squib's cat." Hermione, Colin and Justin are definitely muggle-born, so this leaves Nearly Headless Nick and Penelope. Nearly Headless Nick could be muggle-born too. So who was the fourth "mudblood" victim? Penelope or Nearly Headless Nick?

In DH Hermione just said the first name that would come to her head and then lied about her blood line cause telling the snatchers that she was a muggleborn would have gotten her killed right there. But the real Penelope is a muggleborn because the basilik ONLY attacked "mudbloods"

She wouldn't be killed on the spot, one of the snatchers was muggleborn himself!

Hermione, leaving the library and knowing about the Basilisk, ran into Penelope and told her she should check around the corner with a mirror to be safe. Hermione was the intended victim (at least in the book, I don't think Penelope was even attacked in the movie)

I think she's half. Cause the Basilask didnt only attack Mudbloods it attacked Nearly Headless Nick. And in the last book they do say she is a Half- Blood otherwise she would have been on the lists
