The snake-like tongue wriggling was something David Tennant added to the character when he acted him. It isn't it the books. It's meant to be nervous tick, something which Crouch Snr would know about and use to recognise him when he's impersonating Moody. And obviously, the snake-like quality makes fans think of Voldemort and the Death Eaters.

The tongue-thing Barty Crouch Jr does in the movie is something David Tennant invented for his character.
