Define scary. If you mean creepy, I agree. However, if you mean plain-out, horror movie scary, then Quirrel takes the cake there. Anyone with Voldemort on the back of their head would be considered scary. The first time I saw Sorcerer's Stone, that bit in front of the Mirror of Erised freaked me out.

I'd say the Carrows. As bad as Snape was, he never crucioed or physically tortured his students. Next scariest would be Umbridge simply for the fact that she had absolute power over the students and was more than happy to abuse that power. She also wasn't aversed to using unforgivables against students. Snape I think would come third and he'd be tied with Crouch Jr polyjuiced as Mad Eyed Moodie.

Hmmm well I think the Carrows beat everyone on that one - they're evil!
