She's a pure-blood. The Lovegoods are a pure-blood family, but with no prejudices against Muggles and Muggle-borns, pretty much like the Weasleys.

She's pure blood as her father we know is a wizard and the editor of a magazine for the wizarding world and her mother is a witch as Luna mentions her in the fifth book by saying she can see the thestrals because she saw her mother die-her mother was a witch who liked to experiment and died because of it!
