Ever wondered, why Harry didn't get a letter from ministry 'coz of using LUMOS in 3rd book!

Oh, that one. I thought you were talking about in the begining. In the movie, it shows Harry doing his homework by using spells. In the book, Fudge says that due to the "present climate" they weren't going to punish Harry for the underage spells he'd done (he'd also blown up his Aunt).

But as Harry had been summoned for a trial by the Wizengamot as part of a plot to expel him from Hogwarts and the UK wizarding community, I really wondered if this whole rule was not just bullshit. After all, it's expected that kids may do their homework during holidays, eh ?

I read somewhere that according to JK, after they had that in the movie, apparently the ministry was slightly extra lenient with Harry's magic use because of the whole Sirius Black escaping issue.

That's just an excuse. Rule is that students are not allowed to do magic out of school till they are 17. It never says- major spells.
