I don't think so. I think it just meant he had very sharp eyes. He probably knew how to do it though because he was an accomplished wizard. It never referenced him reading anybodys mind.

I don't think so. Lots of characters give 'piercing' and 'sharp' and every-other-similar-adjective type of looks. It doesn't mean they're a ligillimens.
