The W.O.M.B.A.T isn't a site, it's a test (like O.W.L.s, but for "muggles") and I don't think you can any more. You're supposed to, on her official site, click on the eraser, and then click on the door handle, and click the red quill to get started. However, when you open the door, there is not red quill, so I'm pretty sure the "tests" are over.
