Could someone please explain to me the "flowers, chocolates, promises you don't intend to keep" line for me? I never could get the joke

Uh, I think it's because promises are something you must keep. This line was ad-libbed by David Ogden Stiers, and I think it's supposed to show Cogsworth is not very talented with the ladies.
